Expenditure forecasts often do not receive as much attention as revenue forecasts, though expenditure forecasts are essential for creating a balanced budget and identifying potential imbalances in financial position over the long-term. This seminar will review methods for forecasting expenditures both in the long and the short-term. Different methods for estimating personnel costs, such as salaries, health care costs, and pensions will be discussed, as will approaches for non-personnel costs such as energy and supplies.
